OCEANSIDE NEIGHBORHOOD ASSOCIATION

December 4, 1999

Meeting Notes

The Oceanside Neighborhood Association met at 10:04 a.m. Saturday, December 4, 1999, in the Oceanside Community Center. Kathie Norris, president, called the meeting to order. The minutes of the October 2, 1999, meeting were accepted. The treasurer reported that there is $771.16 in the bank.

Announcements:

ONA meeting, 10 a.m. February 5, 2000, Oceanside Community Club. Future meetings will be on the first Saturdays of April, June, August, October and December.

Zone and Plan Review Committee meeting, 3rd Saturday if needed

Updates: George Plummer of the County Community Development Department said there are no applications pending, and he added that Loten Hooley has not applied for a conditional use for the Pacific Avenue storage/condo proposal. He said Loten is working with the Oregon Department of Transportation. George added that the Netarts development has been delayed by wetlands issues and a pending easement.

George responded to questions about the slide on Cape Meares road and the C-J Excavating gravel trucks that are carrying loads through Oceanside and Netarts because the Cape Meares road is closed. He said John Oshel, the county public works director, has decided that he doesn't have enough money to repair the road, and it may not be repaired until spring, if at all. He added that the federal government is raising the minimum damage threshold for federal aid for weather-related damage from $500,000 to $1.5 million after Jan. 1. He said Oshel is exploring the possibilities of running the gravel trucks on logging roads through the forest.

There were several comments about pavement damage and safety problems created by the truck traffic. Elki Powers said she would call the sheriff; Kathie said she would write a letter to Oshel with copies to the sheriff and to C-J Excavating.

Kris Wolpert passed out copies of her committee's proposed survey of Oceanside owners and residents. There was a wide-ranging discussion of the introduction of the survey, the nature of the questions and the target respondents. At Richard Powers' suggestion, Kathie asked everyone in attendance to respond to the survey and offer written comments on the nature of the questions. Judson Randall said he would pursue getting an electronic version of the Oceanside property owners mailing list from Tillamook County or the water district. Once the survey is refined, it will be sent to all Oceanside property owners, residents and business operators. George suggested that it include an explanatory paragraph about the neighborhood association.

During open discussion, Kay Divine asked whether anyone besides her had received an inordinately high increase in assessed valuation on their property improvements. There followed a discussion of assessment and taxation practices.

The meeting was adjourned at 10:41 a.m.
