Meeting Notes
The Oceanside Neighborhood Association met at 10:12 a.m. Saturday, October 2, 1999, in the Oceanside Community Chapel. Kathie Norris, president, called the meeting to order. The minutes of the August 7, 1999, meeting were accepted. The treasurer reported that there is $784.60 in the bank.
Announcements:
ONA meeting, 10 a.m. December 4, 1999, Oceanside Community Club. Future meetings will be on the first Saturdays of February, April, June, August and October.
Zone and Plan Review Committee meeting, 3rd Saturday if needed
Updates: George Plummer of the County Community Development Department said there are no applications pending, and he added that Loten Hooley has not applied for a conditional use for the Pacific Avenue storage/condo proposal. Loten said he was talking to and negotiating with the Oregon Department of Transportation.
Charlie Wooldridge introduced Mark Lakeman, a Portland architect and urban planner who runs a couple of urban communication programs, City Repairs and Communitecture, in Portland. Mark talked about village squares around the world, and how they contribute to urban communcation, connection and interaction. He showed a number of slides of cities and villages in Europe and Africa. In addition, he talked about several efforts under way in Portland to convert intersections into "village squares."
During discussion after Mark's presentation, Loten remarked that he liked the concepts, and might apply them to the Pacific Avenue proposal if the economics were favorable. Charlie echoed that a developer must be able to recoup his or her costs. He added that Oceanside residents should be able to come up with ideas to enhance the community and give Loten a return on his investment.
Mark suggested that the group talk about what to do next, and Kris Woolpert said she would to see a survey of the community. It was decided to form a subgroup to conduct a survey, and Charlie, Kay Wooldridge, Kathy Whitwer and Nancy Slavin volunteered to help. Mark said if there was a need for any graphics for any proposals, he would help at no cost. Kim Ziebell also offered to provide graphic support.
During open discussion, there was concern expressed about state, county or local control of Pacific Avenue, which is currently a state highway, and parking. Some suggested speed bumps on Pacific.
The meeting was adjourned at 11:51 a.m.
