Minutes

The Oceanside Neighborhood Association meeting was called to order at 10:02 a.m. Saturday, October 6, 2001, by President Kathie Norris. The minutes of the August 4, 2001, meeting were accepted. The treasurer, Chuck Wall reported that there was $578.92 in the bank, including $325 in recent mailing-cost contributions, but not including any proceeds from the Community Gathering and its silent auction.

Kathie announced that since there was not a quorum at the meeting, the elections of officers would be postponed until the next meeting. She also announced that the next ONA meeting would be at 10 a.m. Saturday, December 1, 2001, in the Oceanside Community Center.

Kathie also announced that George Plummer of the Department of Community Development had resigned and that she would contact the department to see if there might be a replacement liaison. In addition, she said David Borovelli had resigned as superintendent of the sanitary district, and that a search for his replacement was under way.

Aaron Suko, director of Tillamook County Public Works, was introduced to discuss road problems. He gave a departmental financial overview: The department has two main functions, solid waste and roads, with a budget of $1.421 million for solid waste and $3.9 million for roads. The county is working toward a goal of 50 percent recycling of its waste from its current 25-30 percent rate. Public works is responsible for 280 miles of paved roadways and 90 miles of gravel roadways, with money for maintenance coming from the federal and state governments.

He said road priorities are based on safety and maintenance, with maintenance based on the traffic volumes of roadways. He invited everyone who sees a "nasty" pothole or other maintenance need to call the department at 503-842-3419 to get the problem on the department's work list. "Give us a call," he said, "We welcome your input."

He added that the public works department usually doesn't have enough money for special projects such as the Alder Street paving that Ed Gorzynski has arranged for with funding from adjacent property owners. Rob Trost asked whether the department would support creation of local improvement districts for such project, and Aaron said yes, but the department would expect to see a "substantial" segment of support for it.

Aaron said there are two citizen advisory committees, one for roads and one for solid waste. The roads committee is headed by Bob Reed of Oceanside and meets on the third Monday of the month in the county courthouse. The solid waste committee meets on the second Tuesday, usually in the Public Works lunchroom. He added that there will be vacancy on the solid waste committee for a citizen at large.

Joanne Jene said the ONA road committee had four priorities -- signs; altering traffic patterns on Maxwell Mountain so that Maxwell Mountain road carries traffic up and Cedar Street carries traffic down providing that Cedar Street is paved; potholes and cutting back foliage at intersections for sight-distance improvement. Aaron recommended that residents call or wirte a letter to the department to get problem areas put on the work list. He said the signage is controlled by federal requirements.

On a question from Kathie, he said the criteria for getting projects under way include traffic counts on the route and a survey of public sentiment along the route. If new paving is requested, the department may need financial help. On a questions from Bob Dolan about storm drainage, Aaron said the concern should be directed to the county planning department.

Aaron closed by saying the public works department is continuing to pursue sources of money for special county projects.

On the Community Gathering, Gail Bergevin reported that the expenses totaled $361.20 and that the revenue from donations was $320. The Community Club contributed an additional $150 to the Gathering. Joanne reported that the silent auction had 39 items offered and 38 of them sold to raise a total of $1,424. Therefore, the total revenue, exclusive of the $150 from the Community Club, was $1,744, and total expenses were $361.20. There was a discussion of reimbursing the Community Club its $150, but no action was taken.

There was a discussion of what, if anything, to do with the net balance of money. Bob Dolan moved to retain the funds in the ONA treasury and later discuss its disposition after Gail has talked to the Community Club about its participation in next year's event. Ivy Timpe seconded the motion and it was approved.

The consensus of the ONA was that next year there should be a mailing to all property owners and residents announcing the Community Gathering because this year's announcement went only to the ONA mailing list.

In addition, Joan Wadlow moved that the purpose of the Community Gathering should be "Outreach to the community and bringing the community together." Sue Wainwright seconded the motion and it was approved.

During open discussion, Joanne suggested that there be a posted calendar of community events, and Kathie said she would work on it. In addition, the attendees agreed with a suggestion from Sue that there should be an annual newsletter sent to all property owners and residents.

The meeting was adjourned at 11:40 a.m.
