OCEANSIDE NEIGHBORHOOD ASSOCIATION

Regular Meeting, October 7, 2000

Minutes

The Oceanside Neighborhood Association was called to order at 10:06 a.m. Saturday, October 7, 2000, by President Kathie Norris. The minutes of the August 5, 2000, meeting were approved. There was no treasurer's report.

Kathie announced that the next ONA meeting would be at 10 a.m. Saturday, December 2, 2000, in the Oceanside Community Center. The Zone and Plan Review Committee will meet on the third Saturday as needed.

John Oshel, director of the county public works department, did not attend, as was expected.

George Plummer of the Department of Community Development did not attend. Kathie reported that she had talked with George last week. Loten Hooley, who has said he was not going to pursue the Pacific Avenue development, has not withdrawn it, so it is still due to be heard by the county planning commission on Oct. 12. On other development possibilities, Kathie reported that the potential buyer of Spindrift had withdrawn from the purchase after meeting with community representatives. She also said there is a potential request for a planned residential development in Netarts north of Holly Heights.

Kathie said the planning commission will hear a zone change request for the House on the Hill for three lots, 2200, 2400 and 6600. Lots 2200, which encompasses the current motel, and 2400 to the south, which is vacant, are sought for commercial from an undetermined zone with a planned development overlay. Lot 6600, which is south of 2400 along Maxwell Mountain Road, is sought as commercial from its current residential zone.

She reviewed the purposes of the commercial zone in Oceanside and listed the advantages and disadvantages of the zone changes: Advantages are eliminating ambiguous underlying zoning for the planned development and limiting the conditional uses to those specified in the Oceanside commercial zone. Disadvantages are expanding the commercial zone and setting up the potential for more "creeping" commercial.

David Persha, owner of the House on the Hill, said the residential zoning on lot 6600 was erroneously placed. He said that 10 years ago, he had received a permit to expand the motel operation into lots 2400 and 6600, but let the permit lapse. He added that he does not currently have any specific plans to expand the motel.

There was a discussion of whether the residential zoning on lot 6600 was erroneous. Kathie suggested that anyone concerned about the zone change application for all three lots should attend the planning commission hearing at 7:30 p.m. Oct. 12 and make their concerns known.

Kris Woolpert reported that about 200 persons had attended the community gathering and that it was considered a success. She said a jar was passed for contributions and, although the donations paid for the event, some were disconcerted by the apparent solicitation.

On roads, Joanne Jene, chair of the Roads Committee, passed out a letter she had sent to Oshel, outlining the issues in Oceanside. She said she wanted to find out the budgeting for road work in Oceanside and the amount spent. The top priority road issues are fixing potholes and pavement on three major roads and providing for an alternate paved route down from Maxwell Mountain via Cedar Street.

Kathie expressed her disappointment that Oshel had not attended the meeting.

The meeting was adjourned at 11:12 a.m.
